Future Trading Montiel and his colleague, Teodoro Cabrera Garcia, spent more than 30 months in prison on trumped-up charges. Montiel's only "crime" had been to speak out against illegal logging by Mexico's powerful land-owners, supported by U.S. corporations. For this he was beaten, tortured, and imprisoned.

Financial Sales Services Other cases of violence and repression abound in Mexico: Digna Ochoa, a prominent lawyer, was murdered in October of last year for her work on human rights, including the defense of Montiel and Cabrera. Amnesty International declared Montiel a prisoner of conscience, and he received the Sierra Club's Chico Mendes award, in addition to the Goldman Prize.

Commodity Trading Though Montiel's release in November of last year was a positive first step for Mexico in matters of human rights and the environment, he was never declared innocent, and he remains unsure about the safety of continuing his work. Neither Montiel's torturers nor Ochoa's murderers have been brought to justice, and others who violently persecute environmentalists continue to operate with impunity, while the Mexican government avoids taking action.

Financial Services Trading President Bush will visit Mexico March 22nd to meet with President Vicente Fox. Increasing economic and trade ties between their two countries will be high on the agenda. But while international trade agreements move at a faster pace than the environmental and human rights protections that must accompany them, the Fox administration's continued selective enforcement of the law will only create more cases like Montiel's.
