Financial In Market According to a recent report released by state
environmental advocates, the
nation's worst polluting power
plants are getting even
worse.
Locke described the bill as having the strongest standards in the nation for new power plants, which he said are the No. 1 source of carbon dioxide pollution. The legislation, which gives the force of state law to rules Locke issued last fall, requires future power plants to offset 20 percent of their carbon dioxide emissions by planting trees, powered buses or taking other steps to curb pollution. Existing plants will not be affected.

dirtier, emitting tens of thousands of tons more of soot-forming
sulfur dioxide, smog-forming nitrogen oxides and carbon dioxide,
the leading cause of global warming," said Emily Rusch, the energy
policy associate for the New Jersey Public Interest Research Group,
or NJPIRG.
About six weeks ago, the Bush administration announced it is considering rolling back a key provision of the Clean Air Act, called the New Source Review. This law requires old power plants to meet modern pollution standards when they are upgraded. Never mind that such a rollback would allow old and dirty power plants to expand and pollute air and water all over the nation even more than they do now.

health problems, such as asthma,
bronchitis, and even premature death," she added.

environmental enforcement actions by 20 percent in the first year,"
said Jeff Tittel, state director of the Sierra Club. "We believe
that the Bush administration, through its so-called 'clean air'
program, is an assault on our lungs."
Gov. Gary Locke on Wednesday signed into law standards for new power plants that will force energy producers to fund environmental projects to partially make up for the pollution they create. The governor said the changes will reduce carbon dioxide emissions while cutting the time needed to get new power plants approved. ``Having clear standards in place will decrease CO2 emissions that lead to global warming, create more certainty for businesses, decrease rulemaking costs and speed up permitting processes by as much as a year, '' Locke said at a signing ceremony.

plants, allowing them to sell off pollution credits to other plants
that may be over the pollution cap set for their plant.
