New Bush Administration Air Program Resembles Fancy Car With No Engine

Financial In Market STATEMENT BY CARL POPE, EXECUTIVE DIRECTOR: "In announcing a new air pollution trading program, the Bush administration is trying to sell the public a misguided policy--like a car with a nice paint job but no engine under the hood. Clear standards and strong enforcement of the Clean Air Act are what has driven air pollution reductions for decades. Now the Bush administration wants to replace that successful model with a program that sounds nice but in fact would continue to allow America's worst polluters to continue to release dangerous amounts of soot, smog, and mercury.

Daniel F. Becker, the director of the Sierra Club's global warming and energy program, said the FreedomCar was reminiscent of a Clinton administration program that spent more than $ efficient cars but failed to produce any for sale. "It is a sham program, " he said, "merely designed to create the impression that Detroit and the Bush administration are moving toward clean cars when they have no such intention."

Oriental Trading "The trading program mentioned today offers little comfort in light of the administration's dismantling of the New Source Review provision of the Clean Air Act, a program which applies to oldest and worst polluting power plants and refineries in the country. New rules on "trade in services" could force governments to weaken environmental standards for risky industries, such as trucking, logging, mining, water supply, real estate development, factory farming, and more. To comply with NAFTA's rules on trade in services, the Bush administration recently waived US clean air standards in order to allow trucks based in Mexico to haul freight on US highways. This could increase air pollution in border states, as the aging Mexican truck fleet pollutes more than similar US trucks, and do not use the cleaner fuels required in the United States.

By tolerating significant amounts of mercury pollution under a trading program, the Bush administration is turning a blind eye to women and children who are the most vulnerable to the effects of mercury. The EPA and the National Academy of Sciences estimate that approximately 60,000 newborn infants annually may be at risk for neurodevelopmental effects from in utero exposure to mercury. The Bush administration's broader changes to the Clean Air Act would triple the amount of mercury allowed under the current law.

But the test will be whether the Bush administration can overcome the wariness that recent U.S. protectionist measures has created among South American trading partners and whether his administration will reduce the barriers established against Latin American producers of orange juice, steel and other commodities. Still, the trade bill would not appear to offer Bush much immediate relief for what besets the national economy.
